
Penelope is loyal to only two things: his family and his hoard. Though, which he prioritizes could be argued either way. He was raised by the Savior of the Waking World, Slenderbard, and Deanlynn, a disguised silver dragon. As such, he goes against his inherited violent nature, and plays nicely with his three siblings. Usually, Penelope is found in a changeling disguise, especially with rumors circulating the Feywild of a legendary storm dragon that wiped out Teraviis. He is the youngest of Slender's four children, and as such is typically the most spoiled with attention. He seemingly takes after Slender in his relentless hunt for spoils and ways to feel powerful - such as using his strenghth by creating warlocks out of small creatures like insects and rodents.
After the God of Nightmares was slain, Slender reunited with his partner Deanlynn in the city of Lakewood. There, Penelope was introduced to the wonders of the world alongside his siblings. Slender began migrating his former kingdom away from Argosia after Bahamut abandoned his lair there, which led for Penelope and his family to move into the Feywild. For many years, Penelope lived as a noble, worshipped by the kobolds of Argosia and beloved by his family. Slender often brought Penelope with him when negotiating trade deals and alliances with local fey cities, but this met that Penelope watched in terror as his father was dragged away by an elite strike force of Eladrin soldiers.
Distraught and alone, Penelope hunted down any and all winter Eladrin, determined to find one that could tell him where Slender was taken. This caught the attention of a hag that took advantage of the young dragon's grief, creating a path of destruction until the Shadow Prophets intervened.
